If you don't understand the top sentence, it's ok. It's a sentence that was randomly generated by a computer program.
This sentence was just one of many gems that were produced by SciGen, a Computer Science Paper generator program.
The real funny part is that a paper written by this software was accepted by the WMSCI2005 Conference.
From their website:
One useful purpose for such a program is to auto-generate submissions to "fake" conferences; that is, conferences with no quality standards, which exist only to make money. A prime example, which you may recognize from spam in your inbox, is SCI/IIIS and its dozens of co-located conferences
