America Catches up to Korea Again
I remember I was in Korea 3 years ago when they had this implemented and working. It's called ringback tones. At first it sounds kind of stupid, but after using it, it has its uses as well and it does provide for some entertainment.
What happens is, you can set your phone number to play a song instead of the traditional ring-ring. This way, when people dial your number, they immediately know that they have dialed the correct number when they hear Justin Timberlake singing your favorite song. This keeps them entertained while they wait for you to wipe, flush, and then answer the phone. Plus, you can't just hear too much boy-band in one day. The only problem is that if you put Elton John as your ringback, you'll have Joe calling you all day.
Verizon is currently testing this service in California, and TMobile looks like they will launch it soon as well.
The samsung feature of a a motorized Flip Cover on the phone I was using that summer i doubt will ever make it to the states.
